The Ministry of Home Affairs (MHA) has granted the Foreign Contribution Regulation Act (FCRA) clearance to at least 67 associations in the first fortnight of 2025. The list, however, excludes the FCRA nod for Tibet House and at least two other associations connected to the Central Tibetan Administration (CTA).

Sources associated with Tibetans in exile in India said that at least 10 Tibetan monasteries have also failed to get their FCRA registration renewed. “We are fully dependent on foreign contribution for our survival in India. The FCRA might sound technical for other NGOs and associations, but for Tibetan organisations, it is a question of survival," a Tibetan official said.

    Tibet House on Lodhi Road in New Delhi was founded in 1965 by His Holiness the Dalai Lama to preserve and disseminate the unique cultural heritage of Tibet and to provide a centre for Tibetan and Buddhist studies.

    Sources said that technical lapses have been sighted by the MHA while withholding the FCRA nod. Tibet House and CTA officials, according to sources, are in constant touch with the MHA to resolve the discrepancies highlighted.

    What has also raised the hope of the Tibetan community in exile is the MHA FCRA nod to His Holiness the Dalai Lama Charitable Trust, located in South Delhi.

    67 ASSOCIATIONS GET FCRA NOD

    Four Delhi-based associations and 63 others in West Bengal, Odisha, Rajasthan, and Maharashtra have been granted FCRA certificates this year. Most of the associations deal in sectors linked to social, cultural, educational, religious, and economic activities.

    His Holiness the Dalai Lama Charitable Trust, Sambhavna Trust, Vyomini Social Foundation, and Centre for Equity and Inclusion (CEQUIN) are among four Delhi-based associations that have been granted certificates under FCRA.

    His Holiness the Dalai Lama Charitable Trust is a public charitable trust registered under sections 12A and 10(23)(c) of the Indian Income Tax Act 1961. It was established on January 20, 1964, at Calcutta as an irrevocable public trust under the aegis of His Holiness the XIV Dalai Lama of Tibet. Later, in 1978, the registered office of the trust was shifted to Delhi, and the administrative office was moved to Dharamsala in Himachal Pradesh. Prior to his departure from Tibet in March 1959, His Holiness had managed to send to Sikkim some properties which later formed the corpus of the trust.

    West Bengal-based Alipurduar Manabik Mukh also received its FCRA certification this year. The organisation works in healthcare services and provides 15-40 per cent discounted rates to the community, as per its declaration.

      The FCRA regulates the inflow of foreign funds to NGOs.
